A Phone Learning Model for Enhancing Productivity of Visually Impaired Civil Servants
Phone-based learning in civil service is the use of voice technologies to deliver learning and capacity building training services to
government employees. The Internet revolution and advancement in Information and Communications Technology (ICT) have given rise
to online and remote staff training for the purpose of enhancing workers productivity. The need for civil servants in Nigeria to develop
capacity that will enhance knowledge is a key requirement to having competitive advantage in the work place. Existing online learning
platforms (such as web-based learning, mobile learning, etc) did not consider the plight of the visually impaired. These platforms provide
graphical interfaces that require sight to access. The visually impaired civil servants require auditory access to functionalities that exist in
learning management system on the Internet. Thus a gap exist between the able-bodied and visually impaired civil servants on
accessibility to e-learning platform. The objective of this paper is to provide a personalized telephone learning model and a prototype
application that will enhance the productivity of the visually impaired workers in Government establishments in Nigeria. The model was
designed using Unified Modeling Language (UML) diagram. The prototype application was implemented and evaluated. With the
proposed model and application, the visually and mobility impaired worker are able to participate in routine staff training and
consequently enhances their productivity just like their able-bodied counterparts. The prototype application also serves as an alternative

Developing e-Examination Voice interface for Visually Impaired students in Open and Distance Learning Context
Voice-based systems allow users access to information on the internet over a voice interface. Prior studies on Open and Distance Learning (ODL) eexamination systems that make use of voice interface do not sufficiently exhibit intelligent form of assessment, which diminishes the rigour of examination. The objective of this paper is to improve on the achievements of previous studies by providing a framework that will guide the development of a voice-based e-examination expert system for the visually impaired students in ODL. The study employs a combination of technologies such as system design, server side scripting, voice-based system development, data management and rule-based reasoning in developing the system. The system was evaluated to determine the level of usability. The results of the usability evaluation showed that the developed application has an ‘average usability’ rating of 3.48 out of 5 scales. The findings show that the voice-based e-examination system will not only be of immense benefit to the visually impaired students in ODL in respective of distance, but will also complement the existing web-based method for online examination
A Voice-based Mobile Prescription Application for Healthcare Services (VBMOPA)
Adverse drug effects are a major cause of death in the world with tens of thousand deaths occurring across the world each year because of medication or prescription
errors. Many of such errors involve the administration of the wrong drug or dosage by care givers to patients due to indecipherable handwritings, drug interactions, confusing drug names etc. The adoption of voice-based mobile
applications could eliminate some of these errors because they allow prescription information to be captured and heard through voice response rather than in the physician’s

B3: An Automated Cross-Platform Mobile Bible Application
The Bible is one of the best-selling books of all time. It is a historical text as well as a religious text, capturing some of the most remarkable stories of mankind and its relationship with God the creator. With the advancement of technology, the distribution and communication of this book has found its place in computers, both fixed and mobile. The problem with most Bible software is that it does not present the scriptures in a format that is easy to read and follow in the mobile context. It offers developers a lasting solution to the conflicts that arise over native and web application development. The main objective of this research is to develop a widget application titled the B3 application, which will increase the accessibility of the Bible and other Bible-related content using a mobile phone. In developing the application, HTML5 and Cascading Style Sheets (CSS) are used to design the structure and layout of the webpages; Javascript serves as a scripting language to perform client-side processing of data; extensible Markup Language acts as the data storage for the Bible combined with Asynchronous Javascript and XML (AJAX) for data retrieval. These software tools provide readers of the Bible with a mobile bible application with easy accessibility and simplicity for the end users
Optimization of Resource Usage for Computer-Based Education through Mobile, Speech and Sky Computing Technology
Cloud computing encompasses any subscription-based or pay-per-use service over the Internet.
Using a cloud that is owned by a single service provider has its demerit to the customer such as the
risk of downtime or breakdown of equipment arising from disaster that can jeopardize the
subscribers’ business. Data security and reliability due to over centralization of company’s data
poses a high risk for subscribers, hence a call for distributed cloud also known as Sky Computing.
When application is distributed across several clouds with varied interest, infrastructure, policy, etc,
the issue therefore will be how to determine the most cost effective cloud during access time. The
amount of money a student pays in accessing learning content is determined by how much an
institution pay as subscription to cloud providers. The objective of this study is to utilize optimization
theory to determine the most cost effective cloud for mobile virtual education in Sky Computing
environment. This will be achieved by optimizing resource usage for Computer-based Education
through Mobile, Speech and Sky Computing Technology. As a proof of concept, we will design and
implement a cloud middle ware (CMW) to interface with an eEducation system. Access to the
eEducation shall be Mobile, Speech and Web. Through the communication platform, the students can
communicate with their teacher at any convenient time, and vice versa at the most reduced cost
An Anti-Cultism Social Education Media System
Social media online forum is one of the most popular platforms used by students to communicate. Unfortunately, these media have been hijacked by people to plan and commit online fraud and societal evils. Some of the secondary and university campuses in Nigeria have been turned to cultist environments leading to killings and anarchy amongst students. This situation has defied solutions in most tertiary institutions in the country, particularly in the public institutions. The objective of this paper is to provide an anti-cultism social media educational system that will be accessed using three modes: Web, Mobile and Voice. The system will support learning and interaction on campus while at the same time helping to curb cultism on campus through filtering of communicated social media keywords that are cultism or crime related, among students. In carrying out this project, appropriate research methods and implementation tools were deployed. Implementing an E-Democracy System in Nigeria
E-democracy basically comprises the use of electronic communications technologies such as the internet, in enhancing and advancing the democratic process within a democratic republic. E-democracy is an innovation still in its infant stage; and is still subject to much debate and activity within government, civic oriented groups and societies around the world. In most developing countries including Nigeria, there exists a low attitude of participation of the citizens in governance. Social, political, insecurity, Corruption and other forms of electoral manipulation discourage the electorate from getting involved in government From the various elections conducted since independence, about half the number of registered voters actually voted during elections. In addition, less than half of those who voted were involved in participatory governance. The objective is of this paper is development of a web-based system that will foster and encourage active citizenship participation by implementing democratic practices like voting and election campaign. The system was developed using PHP as front end, Apache as web server and MySQL as Database. The benefits of having an e-Democracy system are numerous: It reduces the success of rigging during elections. It is time saving because it reduced some undue electoral processes.
